As we approach the end of a tumultuous year, we have noticed that trade has been calmer in the second half of 2021. Most businesses adapted to the changes which occurred on 1st January 2021 and trade has by and large continued at a smoother rate than during the early days of 2021.

However, it appears that we may be approaching “Groundhog Day” again in January 2022 with major changes to the UK border operating model because of Brexit. Granted the shock will likely be less than in January 2021. Nonetheless it is crucial that traders are ready for these changes.

So, what are the changes? And what are the main things that UK importers and Exporters need to do now?

1 – GVMS

Are you registered for the new systems such as Goods Vehicle Movement System (GVMS)? From 1st January 2022 Roll on Roll Off Ports such as Dover and those on the Irish Sea. This system allows the haulier to submit an online declaration at the border to HMRC which shows them that the goods have been declared through a pre-lodged declaration. Failure to have the process around GVMS adhered to will result in goods being held at the border.

2 – Sanitary and Phytosanitary goods

From 1st January 2022 certain agri-food imports to the UK will be required to be pre – notified at least 4 hours before arrival on the UK Import of Products, Animal Food and Feeds System (IPAFFS)
Note that further changes in relation to EU export health Certificates are delayed until 1st July 2022.

3 – Statements of Origin

When TCA agreement came into place, it included a 12-month easement regarding allowing importers to make a statement of origin without having obtained the written evidence behind this. From 1st January 2022 this easement ends. Therefore, all importers must ensure they have obtained the necessary written evidence from suppliers on origin. Note that origin is often used to claim a preference and avoid duty.

4 – 2021 Good Movements

Don’t forget that declarations and supplementary declarations in relation to 2021 remain due. We have noted some businesses continuing to ignore these. This will cause issues in the future for such businesses.
