As the dust settles after Labour’s General election landslide victory, it is perhaps a good time to take stock of changes planned in 2024 from a customs perspective.
The decisive nature of the election should provide certainty for businesses and hopefully a reset in the UK and EU relationship which has been strained since Brexit. A good starting point in that reset will no doubt be the successful implementation of the Windsor Framework which will come into effect on 30th September 2024.
Below is a brief summary of the previously agreed pathway for the Windsor Framework Implementation
Mark Your Calendars! The Windsor Framework will be effective from 30th September 2024. Here’s what you need to know:
UK Internal Market Scheme (UKIMS)
The UK Internal Market Scheme (UKIMS) simplifies the movement of goods. Previously known as the “Green Lane”, If you’re part of this scheme, you can move goods without customs requirements.
Eligibility for UKIMS:
- You are eligible for UKIMS if:
- Your goods are not for onward sale to the Republic of Ireland (ROI)
- Your goods are not subject to commercial processing
- You know the final destination of your goods
Goods not meeting these criteria are considered “at risk” and will require customs clearance.
Important Note: Even if not all your goods qualify for UKIMS, all Northern Ireland businesses should still apply. For example, machinery or vehicles used within your business may be eligible.
Immediate Actions to Take:
- Register for UKIMS: Ensure your business is registered to benefit from simplified customs procedures.
- Continue with Trader Support Service: All businesses must complete customs declarations through this service until 30th September 2024.
- Prepare for New Parcel Requirements: New customs rules for parcels entering Northern Ireland start from 30th September 2024.

- Check Origin of Goods: Goods of UK origin may be eligible for zero duties.
- Utilize the Duty Waiver: NI businesses can benefit from a duty waiver covering €300K over three years.
- Reclaim Overpaid Duties: Use form C285 to reclaim any overpaid duties.
